This webinar will cover the following topics:
• What is it and where did it come from? – development of the standard (history of changes related to changes in legislation, adoption of standards from other legislative jurisdictions, etc.)
• How to use it - organization of sections; structure of clauses & illustrations; grouping of items
• Updates for B651:23 (including withdrawal of the B651HB-18 Handbook), in respect to the 2018 version, referred to in the National Building Code of Canada
• National standards: present the salient results of “A Canadian Roadmap for Accessibility Standards” (opportunity analysis by CSA c. 2020); relate this to the harmonization of standards across Canada (Accessibility Standards Canada “Roadmap to 2040”).
• How the standard could be applied by municipalities in other jurisdictions (it is voluntary, so we can not speak to specifics)
• Why it is important to adopt B651 (advocacy through design/“future proofing” vs. building code requirements (minimum by legislation))
• CSA process for inquires
• “What’s Next?” (parking lot items for the committee to consider)

About the speakers:
Véronique Taillefer, Architect and Senior Project Manager at Public Work
Following an education and brief career in the healthcare field, Véronique developed a passion to influence the physical environment. She completed her Bachelor’s Degree in architecture, with an international focus at Laval University and Bordeaux Landscape and Architecture School in 2003. After graduation, Véronique gained 15 years’ experience working at architecture firms in private sector. She was able to participate in multiple enriching projects as a designer, project architect, project manager and contract administrator. Early in her career, she worked on several buildings in the Indigenous communities of northern Quebec. During this time, Véronique had the privilege of working with people and communities to solve problems and create positive changes to their environment; incorporating local resources and integrating cultural elements as essential parts of her designs. She then practiced in Quebec City and Montreal before heading to the National Capital Region.
Véronique joined public service in 2018 as a Senior Architect, responsible for the accessibility file at the center of expertise. She also began her involvement in the CSA Accessibility Committee as a board member. Shortly after, Veronique started managing the Architectural, Urban and Landscape department in March 2018 where she collaborated on several projects for Confederation Heights, NCA, GAC, DND and Parks Canada. In 2019, Véronique was responsible for the planning, procurement and management of the Canada Pavilion in Dubai for Canada's participation at the World Expo 2020. The work included the delivery of the pavilion, the development of a public presentation and separately commissioned work by the National Film Board of Canada. Véronique was the departmental representative for administration and management of the contract for the design and construction of the pavilion which brought her to Dubai to oversee the construction. In 2020, Véronique took on a major challenge in assuming the responsibilities related to a very complex project, which consist in replacing the envelope of the buildings forming part of the Les Terrasses de la Chaudière (LTDLC) complex in Gatineau, Quebec. LTDLC Complex is the second largest, crown owned office complex in Canada. Since 2020, she lead the design to its completion and approval by National Capital Commission (NCC) and now managing/overseeing construction activities including related procurement processes. Construction activities were initiated in fall 2021 and should be completed early winter 2026.
Murray Gallant, Chair – CSA Group Technical Committee on Accessibility
With a distinguished career spanning over three decades, Murray Gallant has been a trailblazer in the field of architecture, championing accessibility and inclusion in the built environment. Currently serving as the Chair for the CSA Group Technical Committee on Accessibility, Murray has held key leadership positions throughout his illustrious career.
Throughout his career, he played a pivotal role in shaping accessible spaces, notably contributing as a Senior Architect at Public Works and Government Services Canada from February 1992 to May 2006. His dedication extends to various advisory groups and committees, including the Defence Advisory Group Persons with Disabilities and the Rick Hansen Foundation Technical Working Group. Recognized for his exceptional contributions, Murray received the Canadian Forces Medallion for Distinguished Service in 2014, the highest civilian honor from the military. As a licensed architect with the Ontario Association of Architects since 1997, he is also a distinguished member and Fellow of the Royal Architectural Institute of Canada since 1998 and 2016, respectively. As a seasoned speaker, Murray has shared his expertise at prestigious forums such as the Royal Architecture Institute of Canada (RAIC), the Rick Hansen Foundation, Public Services and Procurement Canada (PSPC), the Real Property Institute of Canada (RPIC), and the Canadian Standards Association (CSA Group). His engaging presentations reflect not only his vast knowledge but also his dedication to advancing accessibility standards in the architectural landscape.
