4.2 Bid Negotiations

Once the bid analysis has been completed, the owner may determine it necessary to correspond with the best value-compliant bidder in order to obtain clarification on an informality that existed in the bid, in order for the owner to make their decision on the successful bidder and award of a contract.

In instances in which the best value compliant bid is over the owner’s stated budget, many owners will wish to negotiate possible costs savings with one or more bidders. See section 4.4.2

It is important once again to express the importance that a holder must not provide advice to the owner hat is better left to the owner’s legal counsel. Post bid negotiation is described in more detail in CCDC-23, 8.3 “Post Bid Negotiations” and a topic further discussed in subsection 4.2.2 following.
