The Ontario government has introduced the Spring 2024 Red Tape Reduction Package, which it cites as part of its ongoing commitment to build 1.5 million homes by 2031. The Province also announced a series of proposed legislative, regulatory, and policy changes as part of the government’s housing initiatives, including through Bill 185—the proposed Cutting Red Tape to Build More Homes Act, 2024:
• ERO #019-8462, which includes revisions to a proposed Provincial Planning Statement, with new and updated policies for feedback based on the results of the 2023 consultation of the proposed Provincial Planning Statement (ERO #019-6813);
• ERO #019-8366, which intends to remove barriers to additional residential units;
• ERO #019-8368, which proposes amendments to Ontario Regulation 73/23: Municipal Planning Data Reporting regulation;
• ERO #019-8369, which includes changes to the Planning Act, City of Toronto Act, 2006, and Municipal Act, 2001;
• ERO #019-8370, which includes regulatory changes under the Planning Act and newspaper notice requirements and related housekeeping changes under Development Charges Act, 1997; and
• ERO #019-8371, which includes changes to the Development Charges Act, 1997, to enhance municipalities’ ability to invest in housing-enabling infrastructure;
The government is currently seeking consultation on the proposals. The Ministry of Municipal Affairs and Housing is currently seeking consultation on these proposals. OAA members can review the links above and share their feedback.
Additionally, OAA members should also be aware the Ministry has introduced a new zoning order framework to help guide how such requests are received and considered. Moving forward, the Minister will only be considering requests submitted in accordance with this new framework.
