Burgeoning interest among municipalities in addressing climate change is spawning competition for the funding needed to help make it happen.

That much was made clear when the city recently learned it had been turned down for an Infrastructure Canada grant toward a solar-panel project, proposed for the roof of the Orillia Recreation Centre.
