Canada's infrastructure crisis is a failure of governance, not engineering. This session proves collaboration is the only effective risk management tool to deliver needed infrastructure (housing/climate). We analyze delivery failures, such as the Eglinton LRT, vs. successful models, including Indigenous-led processes, arguing that transparency (CDEs, ISO best practices) is the ethical substitute for regulatory shortcuts (the Bill C-5 impulse). Learn to design the system of trust that compels mutual value over litigation.

Walter Gaudet
Walter Gaudet is a senior executive and architect with over 25 years of experience leading national practices and delivering Canada’s most complex city-building infrastructure. Most recently serving as Senior Vice President and Buildings+Places Business Line Leader for AECOM Canada, Walter held P&L responsibility for a 450-person integrated practice, doubling its revenue and bookings over a six-year tenure.
His portfolio is defined by "megaprojects" that demand rigorous risk management and deep collaboration. He has provided executive oversight for critical mandates, including the Bloor-Yonge Capacity Expansion, and the TerraCanada NCA science hub.
Walter’s perspective on trust as a risk management tool is grounded in his pioneering work with Alternative Delivery models. A recognized expert in P3 and Integrated Project Delivery (IPD), he was instrumental in authoring the Project Specific Output Specifications (PSOS) that became the industry standard for Ontario’s first Design-Build-Finance-Maintain hospitals. He has since championed the use of IPD—a model predicated entirely on shared risk and high-trust collaboration—to deliver successful projects like the Barrie-Simcoe Emergency Services
Campus and the CNL "Vision 2026" mass timber suite.
Walter believes that the ultimate potential of any project lies in reconciling diverse stakeholder requirements through a process that balances rational analysis with creative inspiration. He argues that in an era of increasing complexity, the strongest contract a team can have is a unified culture of accountability and transparency.
