Senior Manager, Capital Revitalization and Services

Permanent, full-time position – Toronto, ON

If you’re a trained architect or engineer with construction project management experience and a thorough understanding of project management principles and construction standards, this is an exciting opportunity to oversee the Capital Services Division at the Toronto District School Board (TDSB).

Reporting to the Executive Officer, the Senior Manager, Capital Revitalization and Services, will be

responsible for managing and overseeing all aspects of the Capital Services Division, including

Design Standards, Project Design, Development, Community Consultation, Project Delivery, and

Construction for Toronto District School Board (TDSB).

As the Senior Manager, you will ensure the successful delivery of capital projects, enhancing both

student and administrative facilities.

 

PRIMARY DUTIES

More specifically, as the Senior Manager, Capital Revitalization and Services, you will:

  • Lead and manage the Capital Services Division to support the creation of new pupil places and

    administrative spaces through new builds, additions, and major renovations.

  • Provide strategic leadership to ensure that projects are delivered efficiently and cost-effectively.

  • Oversee the development and implementation of best practices, procedures, and policies for high-quality design and construction capital projects.

  • Ensure systematic community consultation and public engagement in the development of all capital projects.

  • Strengthen partnerships between staff, the Board of Trustees, and the community.

  • Oversee and coordinate all capital service projects, ensuring adherence to project timelines, scopes, and budgets.

  • Develop and manage project charters in consultation with relevant departments.

  • Monitor and manage all project budgets, conducting expenditure reviews, transaction analyses, and year-end forecasts.

  • Assume responsibility for the leadership and management of staff, including recruitment and selection,

    training and development, coaching, and performance evaluation.

  • Direct the planning and design phases for new school construction, major additions, and major retrofits.

  • Oversee the development and monitoring of construction schedules for numerous projects annually.

  • Ensure that capital projects are prioritized appropriately in consultation with the Executive Officer.

  • Ensure that all projects comply with current design guidelines, standards, legislation, regulations, and codes.

  • Identify and manage risks associated with capital projects, focusing on budget, schedule, and quality.

  • Liaise with government authorities and regulatory bodies, ensuring compliance and attending required meetings.

  • Implement initiatives that introduce new innovations to enhance building infrastructure and student achievement.

  • Oversee the tendering and selection process to acquire the services of architects, consultants, and contractors.

  • Monitor and develop technical standards for all capital service construction projects.

  • Oversee and coordinate the implementation of design standards for new schools, additions, and major retrofits aligned with the Board’s Capital Revitalization Strategy.

  • Provide strategic advice for the consolidation and re-design of TDSB administrative centres.

  • Provide leadership in support of the Board’s Climate Change commitments to make buildings more energy efficient.

  • Provide leadership and effective communication with the Ministry of Education regarding all capital projects.

  • Prepare and review reports and briefing notes for the Executive Officer and other stakeholders, including Trustees.

  • Represent the department at public meetings, committee meetings, and standing committees.

  • Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services.

  • Other duties as assigned.


QUALIFICATIONS

To take on the role of the Senior Manager, Capital Revitalization and Services, you must have:

  • A university degree in Architecture or Engineering, with eight years of progressively responsible construction project management experience within a large, multi-site, unionized organization, or an equivalent combination of education and experience.

  • Registered membership with the Professional Engineers Ontario or Ontario Association of Architects.

  • Proven expertise in managing construction projects and design processes.

  • Comprehensive understanding of project management principles, construction standards, and regulatory requirements.

  • Extensive knowledge of construction methods, materials, and current technologies.

  • In-depth understanding of building infrastructure management principles and engineering.

  • Experience in financial analysis, budget preparation, and expenditure monitoring.

  • Ability to develop tenders, manage contracts, and oversee vendor relations.

  • Strong business acumen and analytical skills for effective decision-making.

  • Excellent written and oral communication skills, including report writing and presentation abilities.

  • Strong interpersonal skills to build and maintain relationships with diverse stakeholders, including staff, students, parents, trustees, community members, unions, the general public, and government officials.

  • Proven ability to facilitate and conduct negotiations, and resolve issues effectively.

  • Excellent time-management and organizational skills.

  • Ability to manage multiple projects simultaneously, ensuring timely and cost-effective delivery.

  • Successful managerial experience with proven ability to lead, develop, mentor, and engage employees.

  • Experience in community consultation, and in the development and implementation of public engagement strategies.

  • Proven ability in promoting equitable practices which value inclusiveness and diversity.

  • Proficiency in computer applications, including spreadsheets, databases, project management software, and presentation tools.

 

Special Requirements:

  • Provision of your own vehicle for Board business.

  • Requires travel to TDSB sites on a regular basis.

  • Requires wearing safety equipment (e.g., safety shoes, hard hat when visiting construction sites).


Wage Range: $141,703 - $169,312


This permanent position, located at 15 Oakburn Crescent (hybrid work eligible), requires occasional travel across TDSB sites.
